LUBUK BASUNG, Marapi Post<\/strong>-Soal gonjan-ganjing adanya diantara hasil lelang pekerjaan di Kabupaten Agam, Sumatera Barat terjun bebas, seperti yang dikritisi Ketua Komisi III DPRD Kabupaten Agam Bidang Insfraktur Aderia, S.P, M.M, Rabu (23\/6\/2021) menhkhawatirkan terhadap capaian kegiatan yang diharapkan tidak mencapai sasaran.<\/p>\n\n\n\n

Diantaranya pekerjaan Irigasi DI Balantiak, Jorong Limo Kampuang, Nagari Sungai Pua, Kecamatan Sungai Pua, Kabupaten Agam, Sumatera Barat, disebut Aderia, ada hasil lelang pekerjaan terjun bebas hingga 26 persen, melebih seperempat dari anggaran tersedia.<\/p>\n\n\n\n

Menjawab pertanyaan Kabag Pengadaan Barang dan Jasa (PBJ) Setda Agam, Zupren menjelaskan. Dalam perpres 16\/2018, terang Zupren, dinyatakan, bahwa bagi penawaran dibawah 80 persen, dilaksanakan klarifikaai kewajaran harga antara penyedia dan pokja. Klarifikasi dilaksanakan pokja dengan memakai sistim pengadaan secara elektronik (SPSE).<\/p>\n\n\n\n

Kalau dalam sistim kalrifikasi tersebut penyedia tidak terbukti dari harga yang ditawarkannya adalah wajar, otomatis penawarannya gugur, bila di sistim terbukti harga penawaran wajar, sistem akan meloloskan dalam evaluasi harga.<\/p>\n\n\n\n

Jadi, kata Zupren, walaupun tawarannya adalah Rp. 0, pokja tidak dapat langsung menjatuhkan putusan untuk menggugurkan, wajib klarifikasi kewajaran terlebih dahulu dahulu. Kunci pelaksanaan proyek saat ini adalah di  pengawas.<\/p>\n\n\n\n

Kalau pengawas bisa bekerja maksimal sesuai aturan dan tugasnya, insya Allah faktor harga takkan menjadi masalah.Pengawasan pelaksanaan kegiatan, terang Zupren, bukan lagi kewenangan pokja, tapi tugas dan tanggung jawab pada Pejabat Pembuat Komitmen (PPK) di OPD-OPD, bagaiamana cara pengawasan yang baik, PPK lah yang lebih tau, terang Zupren.(lk)<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"
