Pariaman-Kemen HAM Gelar Penguatan Kapasitas HAM Bagi ASN"},"content":{"rendered":"\n<p><strong>PADANG PARIAMAN,&nbsp;<a href=\"http:\/\/marapipost.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">marapipost.com<\/a><\/strong>-Kementerian Hak Asasi Manusia (Kemenham) Republik Indonesia melalui Direktorat Penguatan Kapasitas HAM menyelenggarakan kegiatan \u201cPenguatan Kapasitas HAM bagi Aparatur Sipil Negara (ASN) di Lingkungan Pemerintah Daerah\u201d.&nbsp;<\/p>\n\n\n\n<p>Kegiatan tersebut mengusung tema \u201cBudaya Kerja ASN Berbasis HAM untuk Mewujudkan Pelayanan Publik yang Optimal bagi Masyarakat\u201d, kegiatan ini digelar secara hybrid dan diikuti secara virtual oleh ASN dari seluruh wilayah Sumatera Barat.<\/p>\n\n\n\n<p>Bekerjasama dengan Pemerintah Kabupaten Padang Pariaman kegiatan resmi dibuka oleh Wakil Bupati Padang Pariaman, Rahmat Hidayat, pada Kamis (8\/5\/2025).<\/p>\n\n\n\n<p>Dalam sambutannya, Rahmat Hidayat menegaskan bahwa pemenuhan dan penghormatan terhadap Hak Asasi Manusia merupakan kewajiban seluruh elemen negara, termasuk ASN sebagai bagian dari penyelenggara pemerintahan. Ia merujuk pada Peraturan Presiden Nomor 53 Tahun 2021 yang menyatakan bahwa HAM adalah hak yang melekat pada setiap individu sebagai makhluk ciptaan Tuhan Yang Maha Esa, dan wajib dihormati, dijunjung tinggi, serta dilindungi oleh negara, hukum, dan seluruh lapisan masyarakat.<\/p>\n\n\n\n<p>\u201cASN tidak hanya bertugas sebagai pelaksana kebijakan, tetapi juga memiliki tanggung jawab besar dalam menjamin pelayanan publik yang adil, transparan, serta bebas dari diskriminasi dan praktik KKN,\u201d ujar Rahmat.<\/p>\n\n\n\n<p>Ia menambahkan bahwa budaya kerja ASN saat ini berlandaskan pada nilai-nilai BerAKHLAK (Berorientasi Pelayanan, Akuntabel, Kompeten, Harmonis, Loyal, Adaptif, dan Kolaboratif). Budaya kerja berbasis HAM menuntut ASN untuk:<\/p>\n\n\n\n<p>Menghormati hak-hak dasar, termasuk hak hidup, kebebasan berekspresi, dan perlindungan hukum;<\/p>\n\n\n\n<p>Tidak melakukan diskriminasi dalam pelayanan publik maupun dalam pengambilan keputusan; Bertindak terbuka dan dapat dipertanggungjawabkan atas setiap kebijakan dan tindakan. Menyelesaikan konflik secara adil berdasarkan prinsip-prinsip HAM.<\/p>\n\n\n\n<p>Menurutnya, penerapan budaya kerja seperti ini diyakini mampu meningkatkan kualitas layanan publik, memperkuat kepercayaan masyarakat terhadap pemerintah, serta mencegah terjadinya korupsi dan penyalahgunaan kekuasaan.<\/p>\n\n\n\n<p>Rahmat juga memaparkan bahwa Kabupaten Padang Pariaman telah meraih predikat Kabupaten Peduli HAM selama tiga tahun berturut-turut (2022\u20132024) dari Kemenkumham RI. Ia berharap capaian tersebut menjadi pemacu semangat bagi seluruh ASN di lingkungan Pemkab Padang Pariaman untuk terus memberikan pelayanan yang berorientasi pada pemenuhan HAM.<\/p>\n\n\n\n<p>\u201cMelalui penerapan budaya kerja berbasis HAM, ASN diharapkan menjadi agen perubahan yang membawa kemajuan, tidak hanya bagi instansi pemerintah, tetapi juga bagi masyarakat secara luas,\u201d tutupnya.<\/p>\n\n\n\n<p>Kegiatan ini diikuti oleh seluruh ASN di lingkungan Pemerintah Kabupaten Padang Pariaman secara langsung dan oleh ASN dari daerah lainnya di Sumatera Barat melalui sambungan virtual, dengan menghadirkan Narasumber Direktur Penguatan Kapasitas HAM Kementrian HAM Novie Soegiharti,S.Sos.,M.Si, dan motivator muda dari padang pariaman yang juga Kepala Dinas Pariwisata Pemuda dan Olahraga Bapak M.
