Misran, M. Pd, setelah melalui proses seleksi Jabatan Pimpinan Tinggi Pratama (JPTP).<\/p>\n\n\n\n<p>Misran yang tengah menjalan MPP jelang melaksanakan pensiun sebagai PNS. Sebelumnya Helton menduduki jabatan sebagai Kabag Pemerintahan dan OTDA Setda Agam. Helton &nbsp;dilantik berdasarkan Surat Keputusan Menteri Dalam Negeri RI, Nomor 821.22-3980 tahun 2021yang langsung ditanda tangani Tito Karnafian.<\/p>\n\n\n\n<p>Helton dilantik di aula kantor utama bupati dihadiri Wakil Bupati Agam Irwan Fikri,SH, Sekretaris Daerah Martias Wanto, Ketua TP-PKK Agam Ny. Yenni Andri Warman, Ketua GOW Agam Ny. Titik Irwan Fikri, unsur pimpinan Forkopimda Plus dan kepala OPD di lingkungan Pememerintah Daerah Kabupaten Agam.<\/p>\n\n\n\n<p>Dalam sambutannya Bupati Agam Dr. Andri Warman, menjelaskankan, promosi, rotasi dan mutasi sudah hal biasa dalam organisasi kepegawaian. Karena itu terang bupati, jabatan adalah amanah dan kepercayaan yang diberikan pemerintah untuk melayani masyarakat sepenuh hati.<\/p>\n\n\n\n<p>\u201cApalagi, ASN yang berada di lingkungan Disdukcapil bersentuhan langsung dengan masyarakat\u201d, tegas bupati.<\/p>\n\n\n\n<p>Bupati juga meminta, agar kepala dinas yang baru bergerak cepat dan inovatif mengurus masyarakat terhadap persoalan dokumen kependudukan. Wilayah dan topografi Kabupaten Agam cukup luas, memerlukan layanan masyarakat lebih mudah dan cepat.<\/p>\n\n\n\n<p>Ditegaskan bupati, Disdukcapil harus jemput bola ke nagari-nagari. \u201cSaya minta, ada pegawai Disdukcapil disetiap kecamatan, sehingga, tidak perlu lagi datang ke kantor dukcapil di Lubuk Basung\u201d, jelas bupati.<\/p>\n\n\n\n<p>Kepala BKPSDM Kabupaten Agam, Budi Prawiranegara, menjelaskan usai, pelantikan Helton sebagai kepala Disdukcapil sudah melalui mekanisme dan ketentuan yang berlaku, dan sudah mendapat rekomendasi dari Komisi Aparatur Sipil Negara (KASN) di Jakarta, dan SK nya dari Kementerian Dalam Negeri RI.<\/p>\n\n\n\n<p>\u201cPenempatan jabatan Kadis Dukcapil bukan SK bupati, &nbsp;tapi adalah SK Mendagri, dan rekomendasinya dari KASN.
